Mengembalikan file helpctr.exe dan msconfig.exe

Windows xp (sp2), berjalan nomal saja, tidak terasa lambat, tp masalahnya saya tidak dpt mengakses file2 sbb :
1. Help and Support ( klik Start > Help and Support – keluar pesan : windows cannot find ‘helpctr.exe’, make sure you typed the name correctly, and then try again. To search for a file, click the Start button, and then click search) – menggunakan Search (klik start> search helpctr.exe -ataupun- help and support – pesan yg keluar Search is complete. there are no results to display.
2. Start > All Programs > accessories > Sytem Tools > System Information keluar pesan Help and Support Error dibawahnya tertulis Windows cannot open Help an Support because a system service is not running. To fix this problem, start the service named ‘Help and Support’. – namun di Service Help and Support tidak saya temukan.
3.msconfig.exe (klik start > run > msconfig.exe – keluar pesan : windows cannot find ‘msconfig.exe’. make sure you typed the name correctly, and then try again. To search for file, click the Start button, and then click Search. menggunakan Search (klik Start > Search > msconfig.exe -pesan yg keluar : Search is complete. there are no results to display.
